SHVA is an Israeli provider that routes all of the transaction in Israel to the local Israeli banks (acquirers/processors).
The SHVA EMV terminal system has a few built-in limitations for credit cards that are not issued in Israel - "tourist credit cards". These cards can be used to perform any financial action (charge/authorize/capture) except for credit and refund transactions.
This means that a customer that was charged by SHVA with a "tourist credit card" cannot be refunded. Refund and credit transactions will receive the response_code: 4 "description": "העסקה לא אושרה" from SHVA in response to the transaction attempt.
In cases where a foreign tourist card needs to be refunded or credited, we recommend using a non-SHVA provider to credit the card.
